Strategic culture in a risk society: The conceptual bases of analysis

The article examines the patterns for effective strategic management in the era of global competition. As the article shows, strategic culture is a factor for ensuring conflict tolerance and conflict ability of a political system. In the paper, the research strategies for studying strategic culture are analyzed; the author’s definition is given as a set of fundamental and stable assumptions shared by social and political actors regarding the ability to work constructively with tension in society and the external environment, to relevant and an articulated perception of conflict. The article raises the question of such an important indicator of strategic culture in the decision-making process such as the correlation of the perception of risks by elites and people affected by these decisions. It is argued that the narrowing of possible alternatives in the coordination of risks and hazards is especially common as well as the practice of strategic planning in the subjects of the Russian Federation, where the bias towards technocratic strategies is clearly expressed, without taking into account sociocultural issues. Based on the findings, it is argued that the re-conceptualization of the content of strategic culture is important for modern practices of maintaining social order, its conflict tolerance and conflict capacity in the area of global competition.
