Рекурсивность и контингентность: к вопросу об управлении в цифровую эпоху

Аннотация

В фокусе исследования находится вопрос о стратегии управления усложняющейся общественной системой. Необходимость усложнения обусловливается современной общественно-политической ситуацией, требующей участия в процессе выработки и принятия общественно значимых решений различных заинтересованных субъектов со своими знаниями. Цифровые технологии как неоднозначный контекст, средство публичной коммуникации, а также объект теоретических дискуссий заостряют данный вопрос. Исследование проводится на пересечении эпистемологического и социально-политического контекстов. Автор осуществляет концептуальный анализ понятий «управляемость» и «рекурсивность», имея целью, во-первых, раскрыть проблему управления усложняющейся системой и, во-вторых, выявить условия ее разрешения. Концепт рекурсивности, дополняемый концептом контингентности, оказывается уместным, поскольку используется для описания усложняющегося взаимодействия в социально-политических и эпистемических системах по преимуществу с участием информационных технологий. В статье последовательно раскрываются проблематичность понятий управляемости и рекурсивности, двойственное применение рекурсивности в политических науках, неоднозначность отношений рекурсивности и контингентности. Анализ указанных концептов позволяет выявить условия как вовлечения дополнительных активных участников со своими знаниями в управление, так использования их в управлении в качестве пассивных носителей информации. Указанная альтернатива проясняется через две модели отношения контингентности и рекурсивности, а именно «победы» или «поражения» первой. В качестве примера работы моделей используется исследование участия граждан в управлении городом посредством цифровых платформ. Делается вывод о том, что стратегия управления, учитывающая модель «победы» контингентности, обеспечивает условия признания новых активных участников процессов принятия решений.
