SOCIO-PHILOSOPHICAL INTERPRETATION OF ENDS AND MEANS IN ANTI-DRUG POLICY
Abstract
Th e choice of ends and means in public policy is one of the fundamental socio-philosophical problems. Th e problem of the moral or effi ciency view at the relations between ends and means is the subject of political debate. At the moment, the question of ends and means in war against drugs has become decisive for the choice of further development of international and national anti-drug policies. Th e article consequentially analyzes the relation of categories and target resources in anti-drug policy, underlying rationality of the war against drugs, the possible interpretations of the existing ends and means of anti-drug policy. Interpreting the various points of view on the nature of the state anti-drug, the author proposes his own method to analyze the problem of ends and means of anti-drug policy. In conclusion, the author cites the urgent need to fi nd an eff ective and effi cient correlation of ends and means in the implementation of the state anti-drug policy. Refs. 11.
